global cluster_config no more needed in raft and neither GetClusterConfig() function, cluster config only in raft object

replication testing through our own rpc call from test cases to check if indeed kvstore got replicated working. Note this is not part of standard client server interface but it is for our own satisfaction that it indeed gets replicated
