Some behavior of the triggers test cases changed for the least week or two;
 now back to the usual expected behavior.

Allow varchar() to only store needed bytes.  Remove PALLOC,PALLOCTYPE,PFREE.  Clean up use of VARDATA.

Should fix an AIX compiler problem
