Tweaks for recovery_target_action

Rename parameter action_at_recovery_target to
recovery_target_action suggested by Christoph Berg.

Place into recovery.conf suggested by Fujii Masao,
replacing (deprecating) earlier parameters, per
Michael Paquier.
