Update time zone data files to tzdata release 2015g.

DST law changes in Cayman Islands, Fiji, Moldova, Morocco, Norfolk Island,
North Korea, Turkey, Uruguay.  New zone America/Fort_Nelson for Canadian
Northern Rockies.
